About this opportunity

The Commonwealth of Pennsylvania Department of Revenue issued an RFI on October 5, 2026 to solicit vendor input on specifications, requirements, timeframes, and cost structures for a Forms Ordering System procurement the Commonwealth may release in the near future, with responses due October 27, 2026 at 4:00 p.m.

This is a market-research RFI; no contract award will result from responses, and the Commonwealth will not reimburse response costs. The Commonwealth retains ownership of all submitted materials and may use non-proprietary ideas internally or distribute responses subject to public records law.

The Forms Ordering System will replace the Commonwealth's current online storefront, which enables taxpayers, practitioners, and other stakeholders to order tax forms and booklets through individual and bulk ordering, with manual order-entry capability by Department of Revenue staff. The Commonwealth seeks vendor perspectives on e-commerce functionality, implementation timelines, solution approaches, and cost models that promote competition and creative technical solutions.

Respondents must submit a cover letter on company letterhead with contact information, a completed questionnaire addressing company background, government e-commerce experience, proposed solution overview, implementation approach and timeline, pricing overview, and optional innovative features, and a Trade Secret/Confidential Proprietary Information Notice form if claiming protection for any submission content. Responses should be emailed to racpeters@pa.gov with subject line "Forms Ordering System 387-26"; the point of contact is Timi Wisyanski. Vendors claiming trade-secret or confidential-proprietary status for submission portions must provide detailed justification; cost responses, publicly available information, product names, quantities, and prices paid by the Commonwealth will not be protected without substantial justification. The Commonwealth reserves the right to reject inadequate protection claims and may release unprotected portions while withholding only materials deemed exempt under Pennsylvania's Right-to-Know Law.

Opportunity text

The Commonwealth of Pennsylvania (Commonwealth) issues this Request for Information (RFI) to solicit information that will be used to assist with the development of a solicitation for a Forms Ordering System, which may be released by the Commonwealth in the near future. Specifically, this request seeks information from which the Commonwealth can formulate specifications and requirements, realistic timeframes and cost structures for the referenced procurement and project. The Commonwealth desires to produce a solicitation that promotes vendor competition and creative technical solutions. The Commonwealth is open to any and all ideas in relation to this project and encourages alternative ideas that will help the Commonwealth better define its requirements. This RFI is an earnest attempt to become aware of and knowledgeable about current solutions to support the project requirements of the Commonwealth. This RFI will also help the Commonwealth identify vendors who are able to provide the required services to support this goal.
