About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is requesting bids for six Ford F-550 chassis-cab trucks under IFB DR141000, with bids due September 29, 2026 at 9:00 a.m. and a pre-bid conference on September 8, 2026. Metro will award to the lowest-priced responsive and responsible bidder on a firm fixed-price basis.
Metro encourages but does not mandate SBE and DVBE participation; no subcontracting goal is specified. Bidders qualifying as Local Small Business Enterprises (LSBE)—either as primes or by subcontracting at least 30 percent of contract value with eligible LSBE firms—receive a 5 percent bid price reduction for evaluation purposes only. All SBE and DVBE participation claimed at bid must be maintained throughout contract performance under Metro's Contract Compliance Manual (Non-Federal), which requires commercially useful function standards, monthly B2GNow reporting, and compliance with prompt-payment and retainage-release requirements; non-compliance can trigger administrative sanctions up to $5,000 daily penalties or contract termination.
Vehicles must be new, latest factory model year, delivered within 120 days from contract start, and comply with Specification MA-25-31, which mandates a 7.3-liter V-8 engine, heavy-duty automatic transmission with PTO lock-out, power-assisted brakes with rear anti-lock capability, backup camera with 30-foot night vision range, and factory air conditioning. Vehicles must meet California emissions standards (EPA Tier 4, CARB Air Resources Board). Warranty is 36 months or 36,000 miles (defects in design, material, and workmanship) with 60-month or 60,000-mile powertrain coverage; bidders outside a 60-mile radius of Los Angeles must provide dealer certification and 24-hour warranty service commitment. Delivery location is Division 10—Non-Revenue Maintenance Operation, 742 North Mission Road, Los Angeles, California 90033.
Bid security of at least 10 percent of total bid price is required. Bid prices must include all labor, taxes, insurance, overhead, profit, and indirect costs, plus California Sales Tax (9.75 percent), freight, and California Tire Fee ($1.75 per tire). The contract completion deadline is March 2, 2027. Questions are due by September 11, 2026, with clarifications provided by September 18, 2026. All first-tier subcontractors and direct suppliers must be pre-qualified prior to contract performance. The contract is subject to 49 CFR Part 655 (anti-drug and alcohol-misuse certification), prevailing wage requirements under 29 CFR 5.5, and standard Metro insurance, indemnification, and organizational-conflict-of-interest restrictions.
