About this opportunity

The City of Waterbury, on behalf of the Waterbury Land Bank Authority, is requesting proposals from qualified general contractors for the construction of two prefabricated modular duplex housing units at 234 and 238 Orange Street, Waterbury, Connecticut under RFP 8939, with proposals due October 23, 2026 at 11:30 a.m. The project is subject to HUD Davis-Bacon prevailing wage requirements, Section 3 employment requirements, and Build America Buy America Act domestic preference requirements—all decision-flipping compliance obligations tied to HUD Community Project Funding.

Scope includes two independent but contiguous duplexes, each approximately 900–950 square feet with 24-foot width, three bedrooms on the first floor and at least two bedrooms on the second floor, HVAC with air conditioning, gas and electric utilities, and crawl space foundations. Site work encompasses driveways, three on-site parking spaces per parcel, and accessory landscaping. Qualified contractors must demonstrate experience with prefabricated modular housing development, site work in urban areas, and knowledge of HUD Grant Guidelines.

Proposers must submit one original and five paper copies plus a PDF version on CD or flash drive, with a separate sealed cost proposal in Attachment J format. Proposal security of 10 percent of the total price proposal is required for proposals exceeding $50,000. Minimum insurance requirements include $1,000,000 general liability, $2,000,000 aggregate, and $1,000,000 auto liability. The WLB will work with selected contractors to qualify local subcontractors for Section 3 compliance.

Evaluation criteria are qualifications, experience, ability to meet timelines, financial capacity, past performance, and pricing competitiveness. A mandatory information session and site visit occurs October 1, 2026 at 12:00 p.m. at 234 Orange Street. Questions are due October 6, 2026 by 2:00 p.m., with addenda responses published by October 13, 2026 at 2:00 p.m. The contract period commences upon delivery of a written Notice to Proceed. Phase 1 environmental assessment and HUD environmental study are complete with no contaminants observed.
