About this opportunity
The Virginia Lottery is requesting sealed bids for flutter flag kits and flags under IFB 13772JM, with bids due September 10, 2026 at 3:00 PM ET and a physical sample flutter flag kit required as part of each bid submission. For competitive bids between $10,000 and $100,000, a SWAM (Small, Women-owned, and Minority-owned) business preference applies if the bid is responsive, responsible, and does not exceed 5% of the lowest noncertified bidder's price; bidders are encouraged to subcontract portions of work to SWAM-certified businesses.
Bidders must select and bid on only one of three teardrop banner specifications — Style A (10.5 feet, approximately 104" height × 24" width), Style B (10 feet, approximately 107" height × 31" width), or Style C (10 feet, approximately 102.5" height × 23.81" width) — all with digitally printed double-sided graphics. Each kit includes a cardboard box with assembly instructions, ground spike, sectional aluminum and fiberglass pole, and printed flag. The Lottery will place an initial order of 300 flutter flag kits and 100 standalone flags upon notification, with subsequent orders in lots of 25 during the 12-month contract term.
Contract term runs October 18, 2026 through October 17, 2027, with four optional one-year renewal periods. All bid pricing must be firm, fixed unit prices in US dollars with all shipping charges included on an FOB Destination basis. The Lottery awards the contract to the lowest responsive and responsible bidder based on grand total price; only one award will be made. The apparent lowest bidder must provide a pre-production sample kit at no cost prior to award. The contractor warrants all flags against defects in material and workmanship for one year from receipt and must replace any defective kits or flags at no additional cost. All kits and flags must be warehoused in the United States until delivery is requested. Payment is made 30 days after receipt of an accurate invoice. Addendum No. 1 (August 31, 2026) clarifies that driving tools such as a hammer or mallet may be used during ground stake installation but are not required by specification and need not be provided by the vendor.
