About this file
This is Addendum No. 1 to Invitation for Bids (IFB) 13772JM issued by the Virginia Lottery on August 31, 2026, addressing questions and answers regarding Flutter Flag Kits and Flags procurement. The addendum clarifies installation requirements for the flutter flag kits, specifically addressing whether tools are necessary for ground stake installation. All offerors are required to acknowledge receipt of this addendum in their proposals.
The addendum responds to a bidder question concerning the "no tool required" installation specification for 10-foot flutter flags. The response confirms that while a driving tool such as a hammer or mallet may be used during installation when necessary due to site-specific ground conditions, such tools are not required by the specification. The vendor is not obligated to provide driving tools as part of the deliverable, allowing for flexibility in installation methodology based on varying soil conditions encountered during field deployment.

Reference: Invitation for Bids, IFB# 13772JM, Round 1 Questions and Answers
Commodity: Flutter Flag Kits and Flags
Dated: August 31, 2026
All offerors are required to acknowledge all addenda in their proposals.
Regarding the requirement for "no tool required" flag installation. Due to varying soil conditions, driving the ground stake for a +10ft flutter flag typically requires a hammer or mallet for secure placement. Could you please confirm if using a driving tool for the stake is acceptable?
A. Yes, the use of a driving tool, such as a hammer or mallet, is permissible during installation if needed based on site-specific ground conditions. A driving tool is not required for installation, and the Bidder is not required to provide a driving tool.
Sincerely, Jennifer Mabie Jennifer Mabie, VCO Strategic Sourcing Specialist
