About this opportunity
The Florida Department of Agriculture and Consumer Services is requesting Statements of Qualifications from licensed General Contractors to establish a Qualified Contractor Network for the Florida Energy Savers Program, with sealed proposals due September 14, 2026 at 5:00 PM ET and public opening on September 15. Respondents must be Florida-licensed General Contractors registered in E-Verify; the Department will award one Primary Regional Contractor per regional assignment across eleven designated regions, with up to two backup firms identified per region.
The scope encompasses two energy efficiency rebate programs: the Whole Home Efficiency Rebates (HOMES) program, which provides rebates for energy efficiency upgrades and retrofits with potential double rebate amounts for low- and moderate-income homes, and the Home Electrification and Appliance Rebate (HEAR) program, exclusively serving low- and moderate-income households for pre-approved high-efficiency appliances and equipment. Eligible products and services include heating and cooling equipment such as heat pumps and air conditioning units, water heating equipment, appliances including refrigerators and dishwashers, envelope improvements such as insulation and air sealing, electrical improvements, and small measures such as lighting and thermostats. Regional General Contractors must possess financial liquidity to float project costs for approximately 45 days after installation before receiving Department reimbursement and must pay subcontractors within 14 calendar days of invoice approval. The Department will establish baseline pricing for eligible measures with contractors permitted to request quarterly pricing updates subject to program review and approval.
Evaluation criteria total 150 points per regional location: financial capacity to project scope (30 points), contractor fee (15 points), relevant project type experience (30 points), administrative staff capacity and proposed key staff (10 and 5 points respectively), project management systems utilization (10 points), subcontractor utilization (30 points), and construction phase scheduling (20 points).
Resulting contractual service agreements will become effective upon execution and expire January 30, 2029, subject to funding availability. The program is funded through a U.S. Department of Energy grant. Written inquiries are due August 20, 2026 at 5:00 PM ET, and the anticipated notice of agency decision is September 28, 2026.
