About this file
This is a Request for Proposals (RFP) issued by the Florida Department of Agriculture and Consumer Services (FDACS) seeking Statements of Qualifications from licensed General Contractors to establish a Qualified Contractor Network for the Florida Energy Savers Program (FESP). The solicitation seeks Regional General Contractors (RGCs) to facilitate two distinct energy efficiency rebate programs: the Whole Home Efficiency Rebates (HOMES) program, which provides rebates for energy efficiency upgrades and retrofits with potential double rebate amounts for low- and moderate-income homes, and the Home Electrification and Appliance Rebate (HEAR) program, exclusively serving low- and moderate-income households for pre-approved high-efficiency appliances and equipment. Eligible products and services include heating and cooling equipment such as heat pumps and air conditioning units, water heating equipment, appliances including refrigerators and dishwashers, envelope improvements such as insulation and air sealing, electrical improvements, and small measures such as lighting and thermostats. The Department will award one Primary Regional Contractor per regional assignment across eleven designated regions, with up to two backup firms identified per region. Written inquiries are due by August 20, 2026 at 5:00 PM ET, sealed proposals are due September 14, 2026 at 5:00 PM ET, the public proposal opening is September 15, 2026 at 10:00 AM ET, and the anticipated notice of agency decision is September 28, 2026. The resulting contractual service agreements will become effective upon execution and expire January 30, 2029, subject to funding availability.
Respondents must submit a fully completed FESP Contractor Experience and Financial Questionnaire (Attachment A), current contractor licenses, an acknowledgement form, vendor certification form, debarment and lobbying certifications, conflict of interest statements, and optional award preference documentation. RGCs will be responsible for submitting payment requisitions to the Department for project cost reimbursement and must possess financial liquidity to float project costs for approximately 45 days after installation before receiving Department reimbursement; subcontractors must be paid within 14 calendar days of invoice approval. The Department will work with each awarded RGC to establish baseline pricing for eligible measures, with RGCs permitted to request quarterly pricing updates subject to program review and approval. Evaluation criteria include financial capacity to project scope (30 points), contractor fee (15 points), relevant project type experience (30 points), administrative staff capacity and proposed key staff (10 and 5 points respectively), project management systems utilization (10 points), subcontractor utilization (30 points), and construction phase scheduling (20 points), for a total of 150 available points per regional location. The program is funded through a U.S. Department of Energy grant to FDACS's Office of Energy, with full program launch contingent upon approval by the U.S. Department of Energy. Respondents must be licensed general contractors under Florida law, registered in the E-Verify system, and demonstrate prior experience on multiple concurrent projects across large geographic areas, including federal grant-funded or state-run programs.

FLORIDA DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES
SECTION 1. INTRODUCTORY SECTION
A. PURPOSE
The Florida Department of Agriculture and Consumer Services (FDACS / Department) issues this Request for Proposals (RFP /solicitation) seeking Statement of Qualifications (SOQ) from licensed General Contractors (hereinafter referenced as Vendor / Contractor / Firm / Respondent / Regional General Contractor) to establish the Qualified Contractor Network for the Florida Energy Saver Program.
Florida Department of Agriculture and Consumer Services, Office of Energy is awarded funding through the U.S. Department of Energy, to implement and facilitate the Florida Home Energy Saver (FESP) programs. These rebate programs consist of two separate and distinct energy efficiency-related opportunities for Florida property owners identified as the Whole Home Efficiency Rebates (HOMES) and the Home Electrification and Appliance Rebate (HEAR).
HOMES: This program will provide rebates for energy efficiency upgrades and retrofits. Rebate amounts may depend on the amount of energy savings achieved by the retrofits, and maximum rebate amounts may double for retrofits of low- and moderate-income homes.
HEAR: This program is exclusively for low- and moderate-income households to purchase pre-approved high-efficiency appliances and equipment.
B. PROJECT SPECIFICATIONS
The HOMES and HEAR programs will be available to single-family and multifamily dwelling property owners who qualify through an application process administered by the Department. Property owners who are deemed eligible to participate in the FESP (herein referenced as Owner /Recipient) will be provided the contact information for their assigned Regional General Contractor.
The Department intends to award one (1) Primary Regional Contractor per regional assignment. The Department may also identify up to two (2) backup firms per region; however, designation as a backup does not constitute a contractual award. Subject to Program discretion and performance considerations, a backup firm may be elevated to Primary Regional General Contractor Status.
Reference - APPENDIX I: FLORIDA ENERGY SAVER PROGRAM REGIONAL DESIGNATIONS.
All RGCs will be listed on the Qualified Contractor Network for the FESP.
The highest-ranked Respondent per region will be awarded as the Primary Regional General Contractor. Other firms identified as "backup firms" will not be under contract with the Department until activated by the Program. In the event the Primary Regional General Contractor is unable or unwilling to perform, or is removed for performance or compliance reasons, the Program may, at its discretion, enter into a contract with a designated backup firm to assume responsibilities for the applicable regional assignment. Transition expectations will be governed by Program-defined procedures.
