About this opportunity

Tualatin Valley Water District (Washington County, Oregon) is requesting sealed bids on construction of the Florence Lane Pump Station and Piping Upgrades (Project No. C12831), with bids due August 12, 2026 at 2:00 p.m. Pacific Daylight Time and a mandatory pre-bid conference on July 28, 2026 at 2:00 p.m. Bidders who do not attend the pre-bid conference will be deemed non-responsive — a decision-gate.

The scope includes replacing three existing pumps and motors, approximately 34 feet of steel discharge piping, an exhaust fan and louver, and tapping saddle assemblies for pressure transducers and water quality sensing lines. Work also encompasses excavation and installation of a 24-inch valve into a 36-inch concrete cylinder water line, with field welding, pressure testing, disinfection, and startup. The District supplies pumps, motors, discharge piping, and various components; the contractor purchases additional equipment as needed and coordinates with a system integrator for SCADA implementation, an electrician for wiring, and District staff for shutdowns and system testing. Place of performance is 6675 SW Florence Lane, Portland, Oregon 97223.

The Engineer's estimate is $550,000 to $650,000. Oregon prevailing wage requirements (ORS 279C.800–279C.870) apply. Contractor licensing for asbestos abatement is required. Bidders must submit a certified check or bid bond equal to five percent of the bid amount, with originals due within five business days of closing. First Tier Subcontractor Disclosure Forms are due within two hours of closing. A Statement of Bidder's Qualifications and certification of resident bidder status and Oregon Construction Contractors Board registration are required.

Sealed bids must be submitted electronically through Bid Locker. Bids will be publicly opened and read aloud immediately after the closing time on a conference call. The District intends to issue a Notice to Proceed no later than August 31, 2026. Bid documents are available through Bid Locker or Plan Center Northwest.
