A mandatory pre-bid site visit is scheduled for July 14, 2026 at 11:00 AM. HUB (Historically Underutilized Business) participation is required through submission of a completed Subcontracting Plan demonstrating good faith effort to identify subcontracting opportunities.
The scope encompasses comprehensive restroom renovations including demolition, architectural improvements, plumbing, mechanical and electrical systems, interior finishes, and asbestos-containing material abatement. Financial stability documentation is required: audited financial statements, compiled statements by an independent CPA, or a Dun & Bradstreet Business Information Report.
Pricing must be submitted as a single lump-sum price inclusive of all labor, materials, equipment, overhead, and profit; respondents may propose prompt payment discounts at 10, 20, 30, or other day intervals. Prevailing wage rates apply under Texas Government Code Chapter 2258. Performance bonds are required for contracts exceeding $100,000 and payment bonds for contracts exceeding $25,000. A 10 percent retainage will be withheld from final payment until all work is accepted and warranty documentation is provided. The initial contract term commences on the effective date and expires one year thereafter, with potential extension for an additional six-month period at DPS's discretion.
Evaluation assigns 35 percent weight to technical approach, 35 percent to experience and qualifications, and 30 percent to cost. Written questions are due July 16, 2026 at 5:00 PM CST, with responses posted by July 20. Contract award is anticipated in August 2026. Criminal background checks and fingerprinting are mandatory for all project personnel at the contractor's expense.
