About this opportunity

The City of Columbus Division of Fleet Management is soliciting bids for two separate Indefinite Quantity Agreements (IQAs) for diagnostic and repair services on Scag and Toro commercial mowing equipment, both posted August 25, 2026 with the same due date.

Both IQAs carry an estimated aggregate expenditure cap of fifty thousand dollars over the contract term with no guaranteed minimum quantity of work. Work is performed only upon issuance of authorized purchase orders by the Division of Fleet Management. The contractor must provide written estimates before commencing any repair, identifying equipment identification, cause of failure, recommended repairs, labor hours, required parts, and total estimated cost; no work proceeds without written authorization and a valid City purchase order.

For the Scag IQA, the scope encompasses engine diagnostics and repair, gasoline and propane fuel system diagnostics and repair, electrical and hydraulic system diagnostics and repair, steering and brake system repair, deck and blade drive repairs, preventive maintenance, component replacement, and operational testing. The contractor must demonstrate experience servicing Scag commercial mowing equipment, employ qualified technicians with full capability to diagnose and repair both gasoline and propane-powered mowers, access current Scag OEM service information, and possess OEM-specific diagnostic software and specialty tools.

For the Toro IQA, the scope includes engine, hydraulic, electrical, fuel, cooling, steering, suspension, and brake system diagnostics and repair; drivetrain and transmission repair; preventive maintenance; component replacement; and general mechanical repairs. The contractor must employ Toro-qualified technicians, maintain access to current Toro OEM service information, and possess OEM-specific diagnostic software, electronic diagnostic equipment, specialty tools, and programming equipment.

Both agreements require all replacement parts to be new OEM or OEM-approved components; used, rebuilt, remanufactured, or aftermarket parts are prohibited without prior written approval. Payment follows the City's standard Net Thirty terms following receipt and approval of properly submitted invoices.
