About this opportunity
The City of Philadelphia is requesting bids on flat printing services for City Council, with bids due July 24, 2026. Award will be made as a whole or by line item, whichever is in the City's best interest, to the lowest responsive and responsible bidder. Bidders must quote all items to be eligible for award and shall not deliver services until officially notified by the department.
Bids must be submitted through PHLContracts.phila.gov, the City's eProcurement platform. A signed Consent and Authorization Agreement is required prior to bid closing to render a quote responsive and eligible for consideration. The Agreement may be submitted by attaching a scanned copy to the vendor's PHLContracts profile during registration or included with the first submitted quote. Signature authority requirements vary by entity type: corporations require signatures from both a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized representatives.
The submission process requires completion of sequential tabs within PHLContracts, including General Tab (Local Business Entity certification status is requested but does not affect eligibility), Items Tab (unit costs and optional discounts), Questions Tab (mandatory questions), Terms & Conditions Tab (download attachments and accept terms), Attachments Tab (upload supporting documents), and Summary Tab (review and submit).
Questions regarding Consent and Authorization Agreement requirements may be directed to Philadelphia Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
