About this opportunity

The Louisiana Department of Wildlife and Fisheries (LDWF) Fisheries Division is requesting bids for an Agency Term Contract to monitor and maintain Fish Attracting Device (FAD) buoys under ITB 3000026662, with bids due October 1, 2026 at 10:00 a.m. CST. For projects valued at $50,000 or more, bidders must display a valid Contractors' License in Heavy Construction and/or Coastal Restoration and Habitat Enhancement classification on the bid envelope; failure to do so eliminates the bid.

The scope covers quarterly monitoring and maintenance (four instances annually), annual complete mooring system retrieval and inspection (one instance), and offsite buoy retrieval services (two instances as needed) for two spar-type steel FAD buoy systems deployed at Mississippi Canyon 148 and Mississippi Canyon 311 Reef locations in the Gulf of Mexico. Each system includes a 10-foot by 5-foot USCG-compliant spar-type steel buoy, M650 Sabik Yellow LED lantern, mooring system with anchor blocks and marine-grade chain, and GeoForce GT1 remote monitoring units. The contractor must provide daily remote GPS monitoring with immediate alarm notification, quarterly physical inspections with digital documentation, and annual mooring system inspections. Contractors must demonstrate at least three offshore marine projects within the past five years involving FAD or navigation buoy design, manufacture, and deployment, supported by customer references. All operational costs — fuel, labor, equipment, vessel operations, permits, and mobilization — are the contractor's responsibility.

The initial contract term is 12 months from award, with two optional 12-month renewals available at the same price and terms for a maximum 36-month duration. Bidders must submit unit prices on Attachment D (Price Sheet) on an F.O.B. Destination basis. Payment is made within 30 days after receipt of invoice or delivery. Contractors must carry comprehensive insurance including workers' compensation, commercial general liability, and automobile liability of $1,000,000 combined single limit, with A.M. Best ratings of A-:VI or higher. Written questions are due September 17, 2026, with answers provided by September 24, 2026. A site visit is recommended but not required; contact Mike McDonough at 225-763-5418 or mmcdonough@wlf.la.gov. Bids must be submitted physically to the Office of State Procurement at 1201 N. Third Street, Suite 2-160, Baton Rouge, LA 70802. Award will be made on an all-or-none basis to the lowest responsive, responsible bidder. Bidders must be registered in the LaGov vendor system and include a W-9 if newly registered. E-Verify compliance, non-suspension/non-debarment certification (for bids of $25,000 or more), and civil rights compliance are required.
