About this file
This specification document outlines the monitoring and maintenance requirements for Fish Attracting Device (FAD) buoys managed by the Louisiana Department of Wildlife and Fisheries (LDWF) Artificial Reef Program. The contractor shall maintain two FAD buoy systems deployed at LDWF's Mississippi Canyon 148 Reef (MC-148) and Mississippi Canyon 311 Reef (MC-311) in the Gulf of America. Each buoy system consists of a USCG-compliant spar-type steel buoy (10 feet length x 5 feet diameter), an M650 Sabik Yellow LED lantern with 24 flashes per minute, and a mooring system with anchor blocks, marine-grade chain, and GeoForce GT1 remote monitoring units. The contractor must perform daily remote monitoring via GPS location tracking with immediate notification of alarm events, quarterly physical inspections with digital documentation, and annual complete mooring system retrieval and inspection. The contract includes three line items: quarterly maintenance (estimated quantity of 4), annual maintenance (estimated quantity of 1), and offsite buoy retrieval as needed. The contractor is responsible for all operational costs including fuel, labor, equipment, vessel operations, permits, and mobilization expenses, along with identification of and liability for any damages to water bottoms and structures in the project area.
Contractors must demonstrate recent experience within the past five years with a minimum of three offshore marine projects of similar nature involving FAD or navigation buoy design, manufacture, and deployment, supported by customer references with contact information. Bidders are strongly encouraged to conduct site visits to assess local conditions and project requirements. The bidding document requires itemized costs for replacement equipment and qualified personnel able to accommodate Program observers during maintenance operations at contractor expense. The contract term shall not exceed 36 months total, with provisions for two optional 12-month extensions at the same price, terms, and conditions, contingent upon State of Louisiana option and contractor acceptance. The LDWF project contact is Mike McDonough at 225-763-5418 or mmcdonough@wlf.la.gov. All costs are the contractor's responsibility, and failure to conduct a site visit does not relieve bidders of estimating difficulties or costs, nor does it constitute grounds for claims following contract award.

Attachment B – Specifications RFx: 3000026662 Fish Attracting Device (FAD) Buoys – LDWF
The Louisiana Department of Wildlife and Fisheries (LDWF) requires the Contractor to monitor and maintain two Fish Attracting Device (FAD) buoys. The LDWF Artificial Reef Program (Program) is seeking to enhance recreational fishing opportunities by maintaining moored surface buoys in the Gulf of America (Gulf).
These FAD buoy systems are already in Louisiana’s Mississippi Canyon 148 and 311 reefs. LDWF requires the Contractor to maintain the presence of these buoys to meet their goals and objectives: to provide long-term offshore fishing buoys in the Gulf to attract pelagic game fish and expand recreational and sport fishing opportunities to Louisiana residents and visitors.
Project location:
The buoy sites are within LDWF’s Mississippi Canyon 148 Reef (MC-148) and Mississippi Canyon 311 Reef (MC-311). See Vicinity and Plan View drawings.

Unless otherwise stipulated within, the Contractor is responsible for all costs incurred in the performance of the agreement. These costs shall include, but not be limited to: a) fuel, oil, and other consumables; b) all labor, equipment, supplies, fees and permits as may be required; c) all costs related to the operation of vessels; d) all costs incurred due to delays of any type not directly attributable to the actions of LDWF, including weather, mechanical failure and equipment malfunction; e) any mobilization and demobilization expenses to accomplish the scope of the services. The Contractor is responsible for identification of and damages to water bottoms, structures, pipelines, etc. to, from, and within the project area.
Buoy Systems:
The buoy systems to be monitored include a USCG compliant buoy, USCG compliant light and mooring. The buoy, light, and mooring will hereinafter collectively referred to as a buoy system. The buoy systems, and all equipment attached thereto, must be maintained to meet or exceed all USCG regulations and policies and approval of the Program. The Contractor must also be able to monitor the buoy systems via their current equipment.
The buoy systems have the following specifications:
Buoy:
· Spar type steel FAD buoy with main cylindrical hull size of 10’ length x 5’ diameter providing 12,175 lbs. total buoyancy with a total weight of the surface buoy estimated at 4,400 lbs., not including the internal and external ballast weight (Figure 1)
· Internal and external ballast system provide submergence of the buoy to recommended 75% float level using internal concrete ballast inside buoy hull and anchor chain in top portion of mooring system—net buoyancy calculations include total ballast of 3,700 lbs.
· The buoy is yellow to be USCG compliant
· Focal plane of attached light shall be at least 8’ above the surface of the water.
Light with Synchronization:
· M650 Sabik Yellow LED lantern
· Self-contained LED solar powered light
· Yellow/amber light
· 24 flashes per minute (flashes every 2.5 seconds)
· 3-mile visibility range
Remote Monitoring Unit:
· The buoy system shall be capable of tracking, recapture, and potential reuse in the event of mooring system failure. Systems currently have two GeoForce GT1 units (each buoy system)
· Each Geoforce GT2 unit provides two position reports per day in addition to an alert system that reports any instance where the voltage of unit goes below 12 volts or if unit position varies from preset geofence watch circle of 1Nm.
· The Geoforce system allows for client access to retrieve all location history using map features and actual raw position data.
Mooring:
· Anchor block(s) for each buoy system are and must remain adequate to maintain the buoy system on the deployment location.
· Must be sufficiently massive to self-anchor on the seafloor once deployed and to remain in place, able to withstand anticipated weather and sea conditions at the deployment site; shall not be permitted to drag on the bottom.
· Chain and associated hardware must be new marine ABS certified grade R3 or better.
· Must include swivels or similar to prevent twisting.
· Mooring line and/or chains must be stiff, taut, and non-looping.
· Mooring assemblies’ components shall be of a weight/density which would sink to the bottom should a break occur.
· The mooring line system shall be designed such that if a failure in the system did occur, the mooring system would sink to the bottom and not result in a navigational or environmental entanglement hazard.
· Shall be designed to withstand oceanographic conditions at the deployment site for a lifespan of 3 to 7 years.
The buoy system shall be maintained at the mooring location as specified by the Program.
Routine Monitoring:
The Contractor shall provide daily monitoring of the currently deployed buoy systems via a remote monitoring system.
Daily Monitoring shall include:
