About this opportunity
The City of Tustin is requesting proposals for professional consulting services to complete the First Street Multimodal Corridor Study, an engineering and planning engagement with proposals due October 6, 2026 and a pre-proposal meeting and question deadline on September 14, 2026. The project is federally funded and requires compliance with 2 CFR Part 200 and Caltrans Local Assistance Procedure Manual guidelines.
The scope encompasses a 1.2-mile segment of First Street between Tustin Avenue and Newport Avenue in Tustin, Orange County, including seven signalized intersections. Deliverables include a feasibility study, environmental clearance documentation under CEQA and NEPA, and complete Plans, Specifications, and Estimates in draft and final formats suitable for construction bidding. The consultant must conduct extensive community outreach including quarterly stakeholder meetings, a minimum of 10 affected business and neighborhood meetings, multilingual social media campaigns, three community workshops with Spanish translation, attendance at up to 10 community events, and presentation of alternatives to City Council. Technical work includes existing conditions assessment with traffic operational analysis, parking utilization studies, equity analysis for disadvantaged communities, evaluation of up to three corridor alternatives with conceptual cost estimates, bus stop evaluation and transit signal priority coordination with the Orange County Transportation Authority, risk register development, and identification of funding sources. A comprehensive Project Management Plan is due within 30 days of contract execution, with monthly progress reports and design plan iterations at 30%, 60%, 90%, and 100%. The project is anticipated to be complete by June 2028.
Evaluation is based on firm qualifications and experience (20 points), staffing and organization (30 points), approach and methodology (20 points), public outreach experience (20 points), and client references (10 points), with a maximum 30-page proposal limit. Cost is evaluated for reasonableness against industry-standard rates but does not determine consultant ranking. Consultant interviews and contract negotiations are scheduled for the week of November 16, 2026, with City Council approval anticipated in December 2026. The consultant must maintain General Liability, Automobile Liability, and Professional Liability coverage of $1,000,000 per occurrence, with the City named as Additional Insured. Required certifications include Non-Collusion Affidavit, Non-Lobbying Certification, Non-Discrimination Certification, and Debarment/Suspension Certification. Selection will follow Qualifications-Based Selection methodology and includes a 90-day operational capacity requirement.
