About this opportunity
Montgomery County Emergency Services District No. 10 (MCESD 10) is requesting qualifications for design-build services on Fire Station 186 in Magnolia, Texas, with qualifications due August 17, 2026 at 3:00 p.m. CST and a mandatory pre-submission meeting on August 3, 2026 at 10:00 a.m. CST at the project site. This is a two-step selection process; up to five qualified respondents will advance from Step 1 to Step 2 for additional submissions and potential interviews, with a contract award recommendation anticipated by September 16, 2026.
The scope encompasses adaptive reuse and renovation of an existing approximately 10,800-square-foot metal building together with new construction and additions to create a fully operational 24-hour emergency response station. Deliverables include five pull-through apparatus bays with 60-foot depth, eight to ten firefighter bunk rooms, three officer dormitory suites, a training room with 30-person capacity, fitness facilities, administrative spaces, parking for approximately 20 vehicles, site improvements, emergency generator, and station alerting system. The design-builder must comply with Texas Government Code requirements for the design-build method, including selection of architects and engineers based on demonstrated competence.
Step 1 evaluation criteria are design-build experience (25 points), technical competency (20 points), personnel capability (20 points), sub-consultant capability (10 points), references (10 points), and financial stability (15 points). Respondents must demonstrate financial capacity, available bonding capacity for a potential maximum construction cost of $9 million, current financial statements, and banking references. The selected design-builder will maintain comprehensive insurance including general liability ($1 million each occurrence / $2 million aggregate), professional liability ($1 million / $2 million aggregate), umbrella coverage ($5 million / $5 million aggregate), and builder's risk. Payment and performance bonds are required before construction commencement.
The RFQ explicitly prohibits submission of guaranteed maximum price, lump-sum price, bid, or overall design or construction cost in Step 1 or Step 2; cost information will be negotiated after final selection.
