About this opportunity

Allegheny County Housing Authority is soliciting sealed bids for fire protection system inspection, testing, maintenance, repair, and emergency response services under IFB No. ACHA-1731, with bids due October 9, 2026 and a pre-bid conference on September 16.

Services span fire extinguishers, fire alarm systems, water-based fire protection systems, fire pumps, standpipes, backflow preventers, and fire hoses across approximately 20 family housing developments (1,410 units), 21 senior housing developments (1,715 units), 143 scattered-site single-family homes, and related Agency-owned or managed properties throughout Allegheny County. All work must comply with NFPA standards (NFPA 10, 25, 72, and others), Pennsylvania Uniform Construction Code, and local fire codes.

Bidders must hold a minimum of five years of experience performing fire protection services for commercial, institutional, governmental, or similar facilities and current NICET Level II or higher certifications. Factory authorization for proprietary systems and three references for similar contracts within the past five years are required. Emergency response services must be available 24/7 with a maximum two-hour on-site response time for life-safety emergencies.

The contractor must maintain Workers' Compensation Insurance per Pennsylvania law, Commercial General Liability Insurance with minimum limits of $1 million each occurrence and $1 million general aggregate, and Automobile Liability Insurance with $1 million Combined Single Limit per accident, with ACHA named as additional insured. All unit prices shall be firm and fixed throughout the initial term and renewal periods. The contractor must comply with HUD Maintenance Wage Rate Determinations where applicable.

The Guaranteed Contract Minimum Amount is $1,500 and the Not-to-Exceed Maximum Contract Amount is $250,000 for the entire contract term. The contract consists of one initial one-year term with four optional one-year renewal periods at ACHA's sole discretion. Award will be made to the lowest responsive and responsible bidder based on evaluated pricing through ACHA's eProcurement Marketplace (ha.internationaleprocurement.com). Questions are due September 25 at noon Eastern Time. Phase II responsibility documentation is requested only from the apparent low responsive bidder within ten calendar days of Agency request.
