About this opportunity

Brevard County Purchasing Services is soliciting bids for fire extinguisher inspection, recharging, hydrostatic testing, and replacement services covering an estimated 3,000 fire extinguishers countywide under ITB, with bids due August 20, 2026 at 10:00 AM and questions due August 11, 2026 at 5:00 PM.

The contractor must hold a valid Division of State Fire Marshal Fire Equipment Dealer License under Florida Statutes Chapter 633 and Florida Administrative Code Chapter 69A-21, and a Class "A" Facility License for hydrostatic testing — both required at bid submission and throughout contract performance. This is the primary capability filter.

The scope includes annual inspections, six-year maintenance for stored-pressure extinguishers, hydrostatic testing (every 5 or 12 years depending on cylinder type), certification and tagging, replacement of condemned units with like extinguishers, and loaner extinguishers during servicing at no additional charge. Services must comply with Florida Fire Prevention Code, NFPA 10, Florida Administrative Code 69A-21, and Florida Statute 633. The contractor must maintain a computerized inventory system tracking all County-owned extinguishers and provide annual summary reports to departments. Response time for initial service requests is three business days; emergency services are required within twenty-four hours. Halotron is the only approved substitute for Halon extinguishers.

Pricing must be submitted on a firm, all-inclusive per-unit basis covering inspections, testing, maintenance, repairs, recharge, tagging, disposal, travel, and all equipment and parts. The contract term is five years, with pricing adjustments permitted only after twelve months and only with written County approval.

Required insurance includes general liability with $1,000,000 combined single limit, auto liability with $1,000,000 combined single limit, workers' compensation, and professional liability of $2,000,000 per claim if applicable. Sealed bids must be submitted to Brevard County Purchasing Services; electronic submission via VendorLink is preferred. The County reserves the right to reject any or all bids and make awards by individual items, groups of items, or combination thereof.
