About this opportunity
Flagler County is seeking qualified firms to develop and implement a Fire Protection Services Municipal Service Benefit Unit (MSBU) for unincorporated areas and municipalities including Beverly Beach, Bunnell, and Marineland. The procurement aims to establish a sustainable funding mechanism for fire protection services capital improvements and operational costs. The selected proposer will assist the County in evaluating service delivery models, developing cost allocation methodologies, and creating an equitable fire assessment methodology. Key objectives include analyzing the current Flagler County Fire Rescue (FCFR) department structure, which currently operates 11 fire rescue facilities with 108 career firefighters and 11 administrative personnel, and developing a comprehensive MSBU implementation strategy. The contract opportunity was posted on August 5, 2025, with proposals due by August 27, 2025. Proposers must demonstrate expertise in municipal service benefit unit development, fire protection service funding mechanisms, and legal compliance. The County currently maintains an Insurance Services Office (ISO) fire protection rating of 3/3X and operates nine Advanced Life Support (ALS) rescue units across the county.
While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears open to professional consulting firms with specialized expertise in municipal service benefit unit development and fire protection service funding strategies. The existing infrastructure includes 11 fire rescue facilities (5 owned by municipalities, 6 in unincorporated areas), with current capabilities including nine ALS-capable rescue units and automatic mutual aid agreements with Palm Coast and Flagler Beach. Though precise budget ranges are not specified, the comprehensive nature of the project suggests a significant professional services contract focused on developing a sustainable funding mechanism. The MSBU will cover all unincorporated areas and three incorporated municipalities, indicating a broad scope of work. The project requires detailed analysis of current fire protection service delivery, cost allocation methodologies, and legal frameworks for establishing an equitable assessment structure. Potential proposers should have demonstrated experience in municipal finance, service delivery modeling, and public sector consulting.

Current Fire Protection Services Overview
Fire protection and emergency medical services in Flagler County are provided by the Flagler County Fire Rescue Department (FCFR). The department is currently staffed by 108 career firefighters and 11 administrative personnel.
FCFR operates out of 11 fire rescue facilities. Of these, five are owned and operated by the municipalities of Palm Coast and Flagler Beach. From these municipal facilities, FCFR operates five rescue units that are staffed by County personnel. The remaining six facilities are located in unincorporated areas of the County. Five of these are staffed by career firefighter/paramedics, while two are staffed by volunteer firefighters.
Emergency Medical Services (EMS)
Advanced Life Support (ALS) services are provided at all FCFR stations. The department operates nine ALS-capable rescue units, and all fire engines are licensed for ALS. Each engine is staffed with personnel who are certified as paramedics, ensuring a consistent and high level of emergency medical care across the County.
Mutual Aid and ISO Rating
FCFR maintains automatic mutual aid agreements with both the City of Palm Coast and the City of Flagler Beach to ensure seamless regional response capabilities. Flagler County currently holds an Insurance Services Office (ISO) fire protection rating of 3/3X, reflecting the County's strong commitment to maintaining high standards in fire protection and emergency response.
Project Objective
