About this opportunity

The Washington State Department of Enterprise Services is requesting sealed bids for fire alarm panel replacements at Pierce College Fort Steilacoom, with bids due September 1, 2026 at 1:00 p.m. and a mandatory pre-bid walk-through on August 12, 2026 at 1:30 p.m. in Cascade Building Room 369. Mandatory 15% apprentice labor hours of total labor hours apply; contractors meeting this requirement receive a $1,000 incentive, while those failing to meet it without documented good faith effort face penalties up to 5% of contract value. Voluntary diverse business participation goals are established at 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veteran-owned businesses.

The scope covers replacement of existing JCI/Simplex fire alarm systems with new Notifier devices across multiple campus buildings: Sunrise, Olympic North, Olympic South, Rainier, Cascade, and Health Education Center buildings, plus Milgard Child Development Center and associated facilities. An additive alternate bid is available for JCI/Simplex reprogramming of existing campus fire alarm panels as stand-alone units for central station monitoring.

The estimated contract value is $1.5 million to $1.7 million. Substantial completion is required within 306 calendar days from Notice to Proceed, with final completion in an additional 60 calendar days. Work is performed at Pierce College in Lakewood, Washington. The project is subject to mandatory Washington State prevailing wage rates for Pierce County. Bid security of 5% is required. Bidders must submit Form A (HVAC, Plumbing, and Electrical subcontractors) at bid submission and Form B (Structural Steel and Rebar Installation subcontractors) within 48 hours of the bid deadline to render bids responsive. Successful bidders must register in the DES Diversity Compliance program and submit monthly payment reporting. Liquidated damages of $400 per consecutive calendar day in default apply. Bids are opened virtually via Microsoft Teams at approximately 1:30 p.m. on September 1. Bidders from states offering in-state contractor preference will be subject to a comparable percentage disadvantage applied to their bid amount.
