About this opportunity

Miami-Dade County Office of Management and Budget is soliciting proposals from registered municipal advisors to provide municipal advisory services for the Enterprise Segment under RFP EVN0024146, with proposals due July 20, 2026. This is one of three separate segmented RFPs; the Enterprise Segment covers only Miami-Dade Aviation Department, Seaport, and Solid Waste Management departments.

Proposers must be registered as Municipal Advisors with the Securities and Exchange Commission (SEC) and Municipal Securities Rulemaking Board (MSRB) and maintain registration throughout the contract term. Members of the County's Underwriting Pool are ineligible. Subcontractors and sub-consultants are not permitted.

The scope encompasses municipal advisory services for revenue debt transactions (issuance of bonds, notes, certificates, and other financing instruments, excluding swaps or derivatives) and ongoing advisory services including bond issuance coordination, offering document preparation, bid verification, pricing analysis, rating agency presentations, periodic market condition reports, short-term financing guidance, debt portfolio database maintenance, and annual debt structure reviews.

Compensation is tiered by bond transaction size (up to $150 million, $150–$225 million, and over $225 million) with minimum and maximum charges per bond issue, and hourly rates for non-bond staff services. Rates remain firm and fixed over the seven-year contract term. Out-of-pocket expenses not exceeding $10,000 per transaction and travel expenses per County policy are reimbursable upon closing. The contract term is seven years with potential extension for up to 180 additional calendar days and further extensions by mutual agreement and Board approval.

Evaluation weighs technical criteria (relevant experience, key personnel qualifications, and service approach) at 80 points and price at 15 points. Small Business Enterprises receive a 10 percent preference on technical evaluation points, and Local Certified Veteran Business Enterprises receive a five percent preference. Selected proposers may participate in competitive bond issuances outside their designated segment but not within it.

Proposers must carry Commercial General Liability insurance of $1 million per occurrence and Professional Liability of $1 million per claim. Evaluation occurs August through September 2026, with award anticipated in October 2026. Proposals must be submitted electronically through the Integrated Financial Resources Management System (INFORMS) at https://supplier.miamidade.gov.
