About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on seven fully equipped Field Technician service trucks under IFB DR140111(2), with bids due September 14, 2026 at 2:00 p.m. and a pre-bid conference scheduled for August 20, 2026 via Microsoft Teams. No SBE contract goal is established; however, Local Small Business Enterprise (LSBE) bidders receive a 5% bid price reduction preference, as do non-LSBE bidders that subcontract at least 30% of contract value with eligible LSBE firms.
Vehicles must be new, latest factory model year, Ford F-550 or approved equal, fully equipped with fluid storage and delivery systems including three 15-gallon oil tanks, one 40-gallon coolant tank, five spring-rewind hose reels with digital metered dispensers, pneumatically operated pumps (Graco brand or approved equal), and a hydraulically driven air compressor and 12/24-volt jump-start generator. All vehicles must comply with current federal, California State, and local regulations including FRA, AQMD, ARB, and EPA Tier 4 standards. Bidders must submit welding certificates and compartment dimension drawings with their bids; all instruction manuals and technical documentation must be provided at pre-delivery inspection. Delivery is required within 270 days from the contract effective date, Monday through Friday between 7:30 a.m. and 1:00 p.m. to LACMTA's Division 10 facility at 742 North Mission Road, Los Angeles, California 90033, with temporary license plates and full fuel tanks or fully charged batteries.
All services must be completed by November 5, 2027. The contract is awarded on a firm fixed price basis to the lowest-priced responsive and responsible bidder and contains zero option years. Payment terms are Net 30. Pre-qualification is required for all firms whose bids exceed $500,000 for non-construction contracts, to be submitted to the Pre-Qualification Office by the bid due date. Warranty requirements mandate a minimum three-year/36,000-mile general warranty (or manufacturer's extended warranty, whichever is greater) and a five-year/60,000-mile powertrain warranty, with all warranty service performed by local LACMTA-area dealers for bidders located outside a 60-mile radius of Los Angeles. Written questions are due September 1, 2026, with responses provided September 4, 2026. Bids will be opened publicly on September 14, 2026 at 2:30 p.m. via Microsoft Teams.
