About this file
This is a Technical Specifications document for Invitation for Bids (IFB) DR140111(2) issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for Field Technician (FET) Service Trucks, dated July 24, 2026. The specification outlines requirements for vehicles designed to service transit buses with fluid replenishment and jump-start capabilities. The bid requires complete compliance with all highlighted yellow line items, with bidders required to state "In compliance" or provide specific values for minimum/maximum requirements. The document specifies a single base vehicle model (Ford F-550 or approved equal) with detailed requirements across five major categories: cab and chassis specifications, lube body construction and components, accessories, instruction manuals, and warranty terms. Bidders may request substitutions through LACMTA's "Approved Equals (Goods)" process by submitting written requests with supporting documentation; additional details regarding approved equals and critical deadline dates are referenced in separate documents LOI-10 and LOI-14.
The specification requires vehicles equipped with specific fluid storage and delivery systems including three 15-gallon oil tanks, one 40-gallon coolant tank, five spring-rewind hose reels with digital metered dispensers, pneumatically operated pumps (Graco brand or approved equal), a hydraulically driven air compressor, and a hydraulically driven jump-start generator capable of providing 12-volt and 24-volt power. Additional specifications mandate the installation of manufacturer-standard white exterior color, LED lighting systems including a Whelen light bar, external backup camera, climate control, power windows and door locks, and specialized compartments with pressurized storage systems. Warranty requirements mandate a minimum three-year/36,000-mile general warranty (or manufacturer's extended warranty, whichever is greater) and a five-year/60,000-mile powertrain warranty, with all warranty service to be performed by local LACMTA-area dealers for bidders located outside a 60-mile radius of Los Angeles. Bidders must submit welding certificates and compartment dimension drawings with their bids, and all instruction manuals, maintenance guides, and electrical schematics must be provided at pre-delivery inspection.
