About this opportunity

The Massachusetts Executive Office of Public Safety and Security is announcing receipt of $2.4 million in Federal Fiscal Year 2025 National Criminal History Improvement Program (NCHIP) funding for the Improving Disposition Matching in the Commonwealth (IDMC) project, with a Notice of Intent posted October 9, 2026 and due October 13, 2026.

The initiative spans October 2026 through June 30, 2029 and encompasses two primary components. The IDMC project will enhance criminal history information and disposition reporting by improving data quality, computer systems, business processes, auditing, training, and staffing support to ensure fingerprint-supported arrests are accurately linked to court case outcomes and accessible through state and national criminal history record systems. The Livescan Replacement Project will procure and deploy replacement palm print-enabled livescan devices to law enforcement and criminal justice agencies statewide to maintain electronic ten print and palm print submission capabilities.

The funding totals $2.4 million for the entire project period. Inquiries should be directed to Emily Haines at emily.haines@mass.gov.
