About this file
This is a Notice of Intent from the Office of Grants and Research regarding a Federal Fiscal Year 2025 National Criminal History Improvement Program (NCHIP) award to the Executive Office of Public Safety and Security's Office of Technology Information Systems in Massachusetts. The IDMC (Improving Disposition Matching in the Commonwealth) project is a strategic initiative designed to enhance Massachusetts' criminal history information and disposition reporting through improved data quality, computer systems, business processes, auditing, training, and staffing support. The project will also fund the Livescan Replacement Project, which will procure and deploy replacement palm print-enabled livescan devices to law enforcement and criminal justice agencies throughout Massachusetts to maintain electronic ten print and palm print submission capabilities. The anticipated project period spans from October 2026 through June 30, 2029.
The Office of Grants and Research intends to award $2,400,000 in FFY25 NCHIP funds for this initiative. The funding will support improvements in disposition matching to ensure fingerprint-supported arrests are accurately linked to court case outcomes and accessible through state and national criminal history record systems. Accurate disposition data is critical for law enforcement operations, civil background checks, and firearm purchase verifications. Inquiries regarding the program should be directed to Emily Haines at emily.haines@mass.gov.
