About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a blanket purchase order for fertilizer and application services for Fiscal Year 27, with bids due August 18, 2026 at 3:00 p.m.

Amendment 1 to Bid No. IW255702-A, posted August 4, 2026, reduces the quantity specification for Line 002 from 70.95 tons to 59.125 tons. Bidders must acknowledge receipt of this amendment in their bid submission, either on the face of the bid or by returning one copy of the amendment notice, or their bids may not receive consideration.

The blanket purchase order mechanism allows TDCJ to place orders against established unit pricing throughout the fiscal year for fertilizer products and application services across correctional facilities without requiring individual competitive solicitations for each purchase. Vendors submit unit pricing and delivery terms; TDCJ reserves the right to make awards based on low line-item response, low total of line-items, or any combination serving the state's best interests.

Respondents must submit bids in writing on the official solicitation form with unit pricing clearly stated. All goods are subject to inspection and testing by authorized TDCJ personnel. Delivery is quoted on an F.O.B. destination basis with freight prepaid and allowed unless otherwise specified. Response prices must remain firm for thirty days from the response due date.

Respondents must possess both a Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN) prior to contract award. All respondents must comply with state and federal certifications regarding antitrust compliance, debarment status, E-Verify requirements, drug-free workplace standards, and compliance with laws governing equal employment opportunity, occupational safety and health, immigration, and related regulatory requirements. The contract is subject to termination without penalty for non-appropriation or unavailability of funds, and TDCJ may terminate for convenience on thirty calendar days' written notice.
