About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a blanket purchase order for fertilizer procurement and application services for Fiscal Year 27, with bids due August 24, 2026.

The scope covers fertilizer supply and application services across TDCJ facilities throughout the fiscal year. Pricing will be structured as unit rates per pound or ton of fertilizer and per-acre or per-application rates for service delivery. Individual purchase orders will be issued against the blanket agreement as operational needs arise, with specific quantities, delivery schedules, and site-specific requirements determined through those task orders rather than fixed in the master BPO.

All responses must include firm unit pricing valid for 30 days from the due date, quoted F.O.B. destination with freight prepaid unless otherwise specified. Respondents must submit the Texas Identification Number (TINS), Federal Employer Identification Number (EIN), and complete firm information on the prescribed form. TDCJ reserves the right to award based on low line-item pricing, low total cost, or any combination serving the state's best interests, and may extend the contract up to three months at its sole discretion.

All goods are subject to inspection and testing by authorized TDCJ personnel; vendors bear all costs if products fail to meet specifications. Respondents must comply with E-Verify requirements, suspension and debarment verification, and maintain business continuity, disaster recovery, and cybersecurity plans. TDCJ retains audit rights over all contract records and activities. Pricing must be at least as favorable as those provided to any previous clients for similar services. Respondents are responsible for all applicable state and federal sales and excise taxes. The contract is governed by Texas law with venue in Travis County.
