About this opportunity
Pinellas County Board of County Commissioners is soliciting bids on a cooperative contract for fencing, automated gate operators, and handrails for use by Pinellas County, City of Dunedin, City of Pinellas Park, and City of Tarpon Springs, with proposals due September 17, 2026 at 3:00 p.m.
The scope encompasses installation, repair, replacement, and maintenance of fencing systems on an as-needed basis, including chain link (4 to 12 feet in various configurations), vinyl, and wood stockade fencing; swing, cantilever, and slide gates; handrails for pedestrian and bicycle use; and gate operator equipment. Estimated quantities across all participants are approximately 26,500 linear feet of fence removal, 10,000 hours of installation and removal work, and $1.1 million in gate operator materials.
Bidders must be registered as a Florida corporation and demonstrate successful completion of at least three similar contracts within the past seven years, supported by a minimum of four professional references. Insurance requirements include workers' compensation; commercial general liability with $1 million per-occurrence limits; business automobile liability; and excess or umbrella liability, all with Pinellas County named as an additional insured.
Pricing must include unit costs for all line items grouped by fencing type, materials, gates, handrails, removal services, and labor rates (straight time, overtime, and holiday work). Gate operator pricing is based on cost-plus markup, and unspecified work is permitted at a markup not to exceed 10 percent of total contract value. All pricing is quoted FOB Destination with freight included and delivery to Pinellas County locations.
The contract will run for an initial 36-month term with unit prices adjustable annually at 12-month intervals by no more than the Consumer Price Index or 3 percent, whichever is less. Two additional 12-month extension periods are available, subject to written agreement. Questions are due September 8, 2026 at 3:00 p.m. No site visit or pre-bid conference is scheduled. Submittals cannot be withdrawn for 120 days after opening. Award will be made to the lowest responsive, responsible bidder.
