About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting proposals for federal legislative consulting services under RFP No. 26-00187-AHAC, with proposals due August 20, 2026 at 12:30 p.m. Eastern Time and a pre-proposal meeting scheduled for July 30, 2026 at 2:00 p.m. Eastern Time via Microsoft Teams.
The scope requires representation of SEPTA's interests before U.S. Congress and federal agencies, monitoring of federal legislation and regulatory activities, development of legislative strategies, coordination of advocacy efforts, and facilitation of meetings with federal officials. The consultant must demonstrate experience with transportation policy and the ability to engage at the federal level. The contract base term is three years with an optional one-year extension; AHAC documentation indicates an alternative one-year term with four optional one-year renewals at the agency's discretion, suggesting SEPTA may structure the final award differently pending negotiation.
Proposals are evaluated on technical qualifications (60% weight), including the firm's experience with relevant policy domains, proposed approach and work plan, qualifications of assigned staff, and references; and cost (40% weight). Pricing shall be submitted as a fixed annual fee. Two-part proposal submission is required—Technical Proposal and Price Proposal—each as one original hard copy and one thumb drive in PDF format.
Questions are due August 6, 2026 at 4:30 p.m. Eastern Time to Heather Casullo, Senior Contract Administrator, at hcasullo@septa.org. SEPTA reserves the right to reject any and all proposals and to negotiate separately with any firm. All proposers must certify compliance with Executive Order 12549 regarding ineligible contractors and affirm compliance with Equal Employment Opportunity laws and regulations. RFP documents and addendums are posted at www.septa.org under Business/Procurement/See Bid Listing.
