About this file

This is Addendum No. 1 to SEPTA's RFP No. 26-00187-AHAC for Federal Legislative Consulting Services, dated August 11, 2026, issued by Heather Casullo, Senior Contract Administrator. The addendum contains questions and answers as well as contract modification requests, and must be acknowledged by signing the attached acknowledgement sheet and including it with the technical proposal. The due date for technical proposals remains unchanged at Thursday, August 20, 2026 by 4:30 PM EST. All inquiries must be sent to Heather Casullo at hcasullo@septa.org or 215-580-7421.

The addendum addresses three questions: Q1 requests modification to Section 18(b) regarding changes to require the contractor/consultant's written consent for changes within the general scope of the contract, which SEPTA accepted. Q2 requests removal of specific indemnification language related to workers' compensation statutory protection waiver and addition of language limiting the contractor/consultant's indemnification obligations based on standard of care and timely action, which SEPTA did not accept. Q3 seeks clarification on Disadvantaged Business Enterprise (DBE) participation requirements; SEPTA confirmed that no DBE goals are established, DBE participation is not required, and DBE participation is not part of the proposal evaluation.

Q3. Please clarify SEPTA’s expectations regarding the use of a Disadvantaged Business Enterprise (DBE). We understand SEPTA has not set a specific DBE participation goal.

• Is including a DBE in our proposal required or preferred?

• If we do not include a DBE, will that affect our evaluation?

A3. No goals are established therefore it is not a requirement. DBE participation is not part of the evaluation.
