The Tennessee Department of Children's Services is requesting proposals for Family Support In-Home Case Management Services across six geographic regions (Northeast, East, Tennessee Valley, Mid-State, Mid-West, and West) under RFP #35910-15941, with responses due October 30, 2026 at 2:00 p.m. CST. The State intends to award multiple contracts per region for intensive in-home interventions designed to prevent child placement in state custody and support family reintegration and foster-care maintenance under Therapeutic Family Preservation and Reunification funding.
Contractors must hold appropriate state licensure from the Tennessee Department of Mental Health and Substance Abuse Services or the Tennessee Department of Children's Services. Supervisors must hold master's degrees in social services or bachelor's degrees with five years experience. References are required from three non-state entities with similar-project experience within the past five years.
The scope includes in-home case management services, court testimony, and unsuccessful-efforts reimbursement at 50 percent of the hourly rate. Cost proposals must specify hourly rates for each region using exact duplicates of the cost-proposal attachment, with pricing limited to two decimal places and valid for at least 120 days post-opening.
Evaluation allocates maximum points as follows: General Qualifications & Experience (20 points), Technical Qualifications, Experience & Approach (50 points), and Cost Proposal (30 points). Written questions are due October 8, 2026. The State reserves the right to conduct negotiations with selected respondents. A Notice of Intent to Award is scheduled for November 24, 2026.
