About this opportunity
The City of Seattle is requesting sealed bids for fall protection system maintenance services under ITB Fall_Protection_System_Maintenance, with bids due October 22, 2026 at 10:00 a.m., a non-mandatory pre-bid conference on September 18 at 9:00 a.m. via Microsoft Teams, and a question deadline of October 13 at 5:00 p.m.
The City seeks to establish a contractor pool to replace expired Contract #3612, which averaged $209,588.98 in annual spending. Services encompass inspection, maintenance, and minor repairs of passive protection, fall restraint, fall arrest, safety nets, and administrative control systems across the City of Seattle Light, Finance and Administrative Services, and Seattle Public Utilities. All work must be performed by OSHA-competent persons.
Vendors must demonstrate five continuous years of fall protection system inspection and repair experience, successful performance on at least five comparable contracts with agencies of similar scale where systems have been commissioned for at least three years, and licensure to service at least two manufacturers from this list: FallTech, Guardian, Latchways, MSAT3, Miller, Reliance, Rigid, SALA, Sellstrom, Spanco, or Uni-Line. Bids must include all labor, tools, equipment, and standard consumables within hourly rates for regular time (8:00 a.m.–5:00 p.m. Monday–Friday), after-hours work, weekend and holiday hours, and emergency response. No separate fees are permitted. Vendors must demonstrate emergency response capability within six hours for Seattle city locations and provide after-hours contact information.
The contract term is one year with six optional one-year extensions at the City's discretion. Individual work orders cannot exceed $200,000 without prior approval, and a 90-day trial period applies to awarded contracts. Prevailing wage requirements under RCW 39.12 and RCW 49.28 apply. Award will be made on lowest responsive and responsible bid based on labor rates (line items one through seven); manufacturer markup percentages are not used for award determination. The City reserves the right to make multiple or partial awards from the resulting pool and does not guarantee contract utilization.
