About this opportunity

The City of Hartford is requesting proposals for property management services at the Hartford Public Safety Complex under RFP 6295, with responses due August 13, 2026 at 2:00 PM and mandatory pre-bid conference on July 29, 2026 at 10:30 AM.

The facility comprises two to three-story buildings totaling approximately 155,000 square feet housing police, fire, dispatch, animal control, traffic, emergency management, and forensic operations with maximum occupancy of 500 persons and minimum overnight occupancy of 50 persons. The facility manager will serve as primary point of contact for facility-related concerns and coordinate resolution of maintenance, custodial services, grounds keeping, energy management, and contractor oversight. The position requires physical presence between 7 AM and 5 PM, Monday through Friday, with 24-hour emergency contact availability within a 30-minute response radius. The facility operates 24 hours daily.

The initial contract term is one year with three optional one-year extensions contingent on satisfactory performance and budget appropriation. No contract value is specified.

Respondents must provide proof of current EEO certification, comply with Hartford's living wage requirement (currently $19.04 per hour with employer health insurance or $28.73 per hour without), and demonstrate tax compliance. A 10 percent bid bond and performance and payment bonds at 100 percent of contract value are required if the award exceeds $50,000. Commercial General Liability insurance with $1,000,000 per occurrence limits is mandatory, along with Workers' Compensation, Automobile Liability, Professional Liability, and Excess Liability coverage at $1,000,000 limits, all naming the City as additional insured.

Evaluation criteria include price, vendor requirement compliance, project understanding, certifications and manufacturer relationships, marketplace experience with public safety complexes, prior performance ratings or reference interviews, organizational breadth and technical resources, and proximity of sales and service facilities. No minority business enterprise set-asides or city-based small contractor preferences apply. Questions are due 72 hours before the proposal deadline with responses posted within 24 hours of submission. All submissions remain valid for 90 days from the due date.
