About this opportunity
Alvin College is requesting Statements of Qualifications from professional service firms for a five-year pool to support Maintenance Tax Note Projects for facility upgrades and remodeling of four buildings on campus under RFQ AC 26-114, with SOQ responses due July 22, 2026 at 10:00 a.m. and questions due July 15, 2026 at 2:00 p.m.
The College solicits qualified firms in ten service categories: Indoor Air Quality Consulting, Professional Land Surveying, Traffic Engineering Services, Geotechnical Engineering, Materials Testing, Building Commissioning, Landscape Architecture, Roof Consulting, Water and Wastewater Design, and Drainage Systems Design and Analysis. Respondents must be properly licensed and registered in accordance with Texas law, with only experienced team members holding direct expertise in specified project types eligible for contract work.
Alvin College reserves the right to include as many qualified firms as necessary in each category, with project assignments made on a project-by-project basis and no guaranteed minimum number of assignments per firm. The College has already retained Stantec as lead architect and engineering subconsultants; this solicitation supplements those existing engagements. Pricing for individual project assignments will be negotiated only after a firm is selected from the pool for a specific project.
Evaluation uses weighted criteria: Previous Experience with Similar Projects (10 points), Previous Experience with Community Colleges and/or K-12 Institutions (40 points), Experience of Key Project Personnel (40 points), and References (10 points). A preference applies to references from state and government agencies. Highest-scoring respondents may be required to present orally to the evaluation committee.
Submissions must include a one-page cover letter, a Statement of Qualifications Form, personnel resumes (two pages maximum per team member), a list of the last five projects completed in each service category, and a minimum of four references from clients served within the last five years. All submissions must be in PDF format and submitted electronically via email to the Director of Purchasing.
