About this file

This is a Request for Qualifications (RFQ) document issued by Alvin College, a Texas higher education institution, seeking qualified professional service firms for a five-year pool to support Maintenance Tax Note Projects for facility upgrades and potential remodeling of four buildings on campus. The College is soliciting Statements of Qualifications from firms specializing in ten service categories: Indoor Air Quality Consulting, Professional Land Surveying, Traffic Engineering Services, Geotechnical Engineering, Materials Testing, Building Commissioning, Landscape Architecture, Roof Consulting, Water and Wastewater Design, and Drainage Systems Design and Analysis. The RFQ was released on June 30, 2026, with a question submission deadline of July 15, 2026 at 2:00 p.m. and a SOQ response deadline of July 22, 2026 at 10:00 a.m. Submissions must be made electronically via email to the Director of Purchasing. The College has already retained a lead architect (Stantec) and engineering subconsultants, so this solicitation supplements those existing engagements. The College reserves the right to include as many qualified firms as necessary in each category and will make project assignments on a project-by-project basis with no guaranteed minimum number of assignments per firm.

Evaluation of submittals will be conducted by a College committee using weighted criteria: Previous Experience with Similar Projects (10 points), Previous Experience with Community Colleges and/or K-12 institutions (40 points), Experience of Key Project Personnel (40 points), and References (10 points). Respondents must be properly licensed and registered in accordance with Texas law, and only experienced team members with direct expertise in specified project types will be contracted. The highest-scoring respondents may be required to present orally to the committee. Pricing negotiations for individual project assignments will occur only after a firm is selected from the pool for a specific project. Submission requirements include a one-page cover letter, a Statement of Qualifications Form, personnel resumes (two pages maximum per team member), a list of the last five projects completed in each service category, and a minimum of four references from clients served within the last five years, with preference given to references from state and government agencies. All submissions must be in PDF format.
