About this opportunity
The Massachusetts Department of Conservation and Recreation is requesting proposals for tree removal services within Manuel F. Correllus State Forest on Martha's Vineyard under FAC 120, with proposals due September 18, 2026, and a mandatory site showing on September 8, 2026.
The scope encompasses felling and removal of designated white pine and Scots pine trees across approximately 104 acres divided into three parts: Part A (12 acres, 28 MBF / 897 tons), Part B (40 acres, 173 MBF / 1,716 tons), and Part C (52 acres, 201 MBF / 2,613 tons). Contractors must submit lump-sum bids for each project part along with labor costs. All machine operators must hold current Massachusetts Timber Harvester Licenses, and equipment must meet DCR approval. Contractors are responsible for all labor, materials, equipment, permits, and compliance with prevailing wage rates under Massachusetts General Laws Chapter 149, Sections 26 and 27D. Work is limited to Monday through Friday, 8:00 a.m. to 5:00 p.m., unless written permission is obtained. All work must be completed by April 30, 2027.
The estimated contract value is $150,000. The contract term runs from October 13, 2026 (anticipated award September 28, 2026) through April 30, 2027.
Contractors must commit to distributing at least 25 percent of total board feet to local users identified in Appendices A and B, including bandsaw mill operators and a disposal operator on Martha's Vineyard — a local-distribution requirement that affects project economics and operational complexity.
Evaluation criteria are total project cost, qualifications and demonstrated capability, experience with similar public-sector infrastructure projects, and ability to meet scope of work requirements. DCR reserves the right to accept or reject any or all quotes and to contract with one or more vendors.
Attendance at the September 8 site showing is mandatory; confirmation of attendance is required by September 4 at 4:00 p.m. Questions are due September 14 by 5:00 p.m., with answers provided by September 16. Proposals must be submitted electronically through Commbuys by September 18 at 5:00 p.m.
