Estimated Duration of Project: 4 months

Estimated Value of Procurement: $150,000

Anticipated Completion of Project: April 30, 2027

The selected vendor will be responsible for the following tasks/specifications sought:

Scope of Services:

Felling and Whole Tree Removal Specifications:

· All white pine trees and Scots pine trees shall be felled and removed from the site.

· All felled trees shall be cut to within 1” of the ground surface.

· All oak trees and pitch pine trees shall be retained.

· All standing dead trees regardless of size within a tree length of any road, bike path, or trail will be removed.

· Boundary trees will be cut. The project boundary is marked with triple blue paint stripes.

· All tree stumps shall protrude no more than 2” from the ground surface at the conclusion of the project.

· All chips are to be removed from the site.

As this project involves restoring disturbance dependent natural communities there will be no set skid roads, but rather a directive to broadcast travelled routes throughout the project area. There is a 50-ft no cut buffer along all trails and a 30-ft buffer along the paved bike path.

Approximate volumes in treatment areas (see map for location):

Part A. 12-acres total (four 3-acre areas) 28 MBF chips: 897 tons

Part B. 40-acre area 173 MBF chips: 1,716 tons

Part C. 52-acres (Part A + Part B) 201 MBF chips: 2,613 tons MBF=thousand board feet

Equipment Specifications:

Machinery is subject to approval by DCR and must be capable of felling and whole tree removal, transporting, and removing from the project area all designated trees. Approved machinery must be kept at specified equipment staging areas identified by DCR staff when not in use, unless otherwise permitted. All machinery must carry working fire extinguishers and spill kit. A steel plate, wooden timber mat, or other material approved by DCR shall be provided by the Contractor for machinery crossing of the paved bike path.

Local Use:

To facilitate local use of forest products, the Martha’s Vineyard Commission has assembled a list (Appendices A and B) of potential local sawmill owners and a disposal operator willing to discuss terms on which to disseminate material on the island. It is our hope they will be available in-person at the Showing as well. The Contractor will be required to distribute to local users at least 25% of the total board feet and will provide such percentage with their bid.

Other Requirements:

· All forest roads will be continually maintained in order to preserve them in their current condition. Forest roads will need to be passable for emergency vehicles. At the conclusion of mechanical operations, forest roads shall be graded. Impacts associated with grading the road must remain within the existing road.

· No new gravel will be used to maintain forest roads.

· Access to project areas shall be limited to existing forest roads and/or paved roads at marked locations. Care shall be used when traveling on existing forest roads or paved roads - all tires shall remain on the existing forest roads except for direct access to the project areas.

· No parking or skidding will be allowed on existing mowed fuel breaks and landings will be placed in the interior of the plantations.

· Equipment shall be staged within existing paved surfaces or the existing forest roads. Any vehicle not in use during operations shall be parked entirely on existing paved surfaces or the existing forest roads.

· No felling of trees towards the trails or paved bike path.

· The narrow strip of vegetation between the paved bike path and Edgartown-West Tisbury Road will not be treated, therefore no equipment is allowed between Edgartown West Tisbury Road and the paved bike path.

· All roads, fuel breaks, paved bike paths, hiking trails, and landings (within the project area) shall be cleared of all woody material upon completion of tree removal activities.

· All machine operators shall have a current Massachusetts Timber Harvester License.

· Gates must be kept closed when not in use and locked at the end of each day.

· Contractor shall only cross each trail at one location.

· Contractor shall work with DCR’s Indigenous Peoples Partnership Coordinator to deliver (on island) a predetermined amount of sawlogs (not to exceed 5,000 board feet) to the Wampanoag Tribe of Gay Head (Aquinnah). This may include specific sizes.

· Research plot

· Remove merchantable sawlogs from a designated 1-acre research plot within the northwestern 3-acre area of Part A. Transport sawlogs to 74 Cook Rd, Vineyard Haven, Massachusetts.

· Cut all remaining trees from the eastern half of the 1-acre plot and leave in place. Do not pile the remaining trees in this half of the 1-acre plot.

· Cut all remaining trees from the western half of the 1-acre plot and chip trees into an empty truck(s).

· Allow Maggie Craig from the Martha’s Vineyard Commission, or her designee, to remove representative samples of the green chips within 15 minutes of being chipped.

· Haul the woodchips from the western half of the 1-acre plot to a truck scale at Goodale Construction Company, 164 Edgartown Vineyard Haven Road in Oak Bluffs Massachusetts. Once weighed, chips may be disposed of by the contractor.

Fire Road 11 (see map) may not be able to support the weight of heavy equipment. The Contractor must have a contingency plan to stabilize forest roads (e.g. timber mats) to protect vehicles and equipment from potentially rutting and sinking in Forest Road 11 due to its sandy condition. Permanent site stabilization (lacing of gravel or similar) is prohibited. Temporary stabilization is permitted, provided all temporary stabilization is removed at the completion of harvesting operations.

Additional Specifications

1. Cutting of trees beyond what is specifically described is not permitted.

2. Tracked machinery, machinery with tire chains, or log loaders with downriggers may not use or cross any road with an asphalt surface without:

a. Written permission from the Forester which documents location and circumstance; and

b. Providing suitable protection provided to the asphalt surface.

3. Signage must be provided on all State Forest roads, trails, and paved bike paths and other public roads warning the traveling public of operations. The bike path will be closed during operations with proper signage from the contractor.

4. The Contractor shall provide DCR with at least 72-hour notice of when they plan to begin work and of when they plan to end work.

5. The Contractor shall perform routine closing maintenance on permanent roads but not limited to smoothing road surfaces, remove ruts, maintain existing water diversion features to ensure they function properly and construct additional water diversion features if needed.

6. Oil-absorbent mats will be on hand in case of a fuel or hydraulic fluid spill or leak.

7. At the conclusion of the operation, the Contractor will accompany the DCR designee on a final walkthrough and evaluation of the site to ensure that all required work is completed satisfactorily.

8. The Operator shall be required to thoroughly clean all equipment before entering DCR property. Equipment will be allowed on DCR property when DCR determines that it has been cleaned and a reasonable effort has been made to remove dirt and other debris. Equipment that fails the inspection may not be unloaded onto DCR property until adequately cleaned. The Operator shall allow DCR to inspect all equipment during the regular working hours before it may be unloaded from the trailer onto DCR property. If an inspection cannot be scheduled in a timely manner, DCR may designate a location where the equipment can be left, either unloaded or still on the trailer, until the inspection can take place. If the equipment does not pass inspection, it must be removed from DCR property along with any dirt and debris that may have fallen from it. This shall be done at the contractor’s expense.

9. The contractor shall protect all known survey monuments, witness corners, reference monuments, and bearing trees against avoidable destruction, obliteration, or damage during contractor’s operations. If any known monuments, corners, or accessories are destroyed, obliterated, or damaged by contractor’s operations, contractor is required to reestablish or restore at the same location the monuments, corners, or accessories to their original status.
