For contracts exceeding $25,000, bidders must participate in active apprenticeship and training programs approved and registered with the U.S. Department of Labor's Bureau of Apprenticeship and Training. The City encourages minority-business-firm participation as subcontractors.

Pricing must be submitted as a lump-sum cost covering all labor, materials, equipment, tools, transportation, supervision, permits, insurance, bonds, overhead, and profit. A bid deposit of not less than 10 percent of the total bid amount is required. The successful bidder must furnish a Performance and Payment Bond equal to 100 percent of the contract price. The contract commences upon execution and continues until completion and acceptance, with a one-year warranty period on all work. Questions are due June 22, 2026 at 11:00 a.m., with responses by June 26, 2026. The City is exempt from state and city sales tax, use tax, and federal excise tax.
