About this opportunity

The City and County of San Francisco, Recreation and Park Department is soliciting bids for a Micro Local Business Enterprise (Micro-LBE) set-aside irrigation retrofit at Lincoln Park Golf Course with bids due October 20, 2026 at 2:30 p.m. and a non-mandatory pre-bid meeting on October 6, 2026 at 10:00 a.m. This is a hard set-aside: only CMD-certified Micro-LBEs are eligible to bid; bidders with pending applications, denied certifications, revoked certifications, or active appeals are ineligible.

Bidders must hold a California Class A or C-27 (irrigation specialist) contractor license and demonstrate prior completion of a minimum of three 18-hole golf course irrigation projects in the last five years, each with a computerized control system and minimum 1,600 sprinklers. The scope includes complete irrigation system retrofit for Holes 1, 13, 17, and 18, encompassing trenching, electrical work, furnishing and installing C900 PVC plastic pipe (2" to 6" diameter), new valve boxes, Toro Lynx Smart Module Decoders, replacement of existing Hunter ACC controllers with Toro Smart Hubs, new sprinkler installations, main line connections, isolation valves, 1.5" Schedule 40 electrical conduit, and communication wiring. The contractor must maintain operability of existing irrigation during construction, provide as-built record drawings with GPS survey data in AutoCAD format, and submit owner's manuals for all components. The golf course must remain open to play except for one fairway at a time.

The cost estimate is $408,000, capped at $1,170,000 per San Francisco Administrative Code Section 14B.7(K)(1). The contract term is 60 calendar days from Notice to Proceed for substantial completion, plus 15 calendar days for final completion. The Prime contractor must perform at least 25 percent of total contract work directly and serve a Commercially Useful Function. Subcontractors should be CMD-certified Micro-LBEs to the maximum extent possible, though the LBE sub-participation requirement does not apply to this Micro-LBE Set-Aside contract. Liquidated damages are $1,500 per day for failure to achieve substantial completion and $500 per day for failure to achieve final completion. A one-year warranty on all work and Performance and Payment Bonds equal to 100 percent of the contract amount are required. Five percent retention will be withheld on all payments. The award will go to the lowest responsible bidder within 90 days of bid receipt. Prevailing wage and San Francisco labor standards apply; contractors must comply with payroll reporting through LCPtracker, minimum compensation ordinances, health care accountability, and apprenticeship requirements.
