About this opportunity

The City and County of San Francisco, administering the Gladstone Lab tenant improvement project through the Office of Community Investment and Infrastructure (OCII) with general contractor Truebeck Construction, is soliciting bids on six trade packages — finish carpentry, demountable partitions, window coverings, carpet and wood flooring, specialty ceilings and wall panels, and final cleaning — for a 77,000 square-foot lab-office build-out with vivarium at 1450 Owens Street, with bids due August 4, 2026 at 2:00 p.m. PST. The project carries a mandatory 50% Small Business Enterprise (SBE) participation goal for both subcontractors and suppliers, with priority to SBEs and Local Business Enterprises (LBEs) certified by the City and County of San Francisco, the State of California, or other jurisdictions meeting applicable size standards. SBE firms are encouraged to submit bids directly and must include valid SBE or LBE certification letters.

The procurement is governed by OCII's Construction Workforce Policy requiring 50% San Francisco resident participation calculated by work hours for each trade, prevailing wage requirements with certified payroll submission, and the Mission Bay Project Labor Agreement. All bidders must hold a current and valid California Contractor License and demonstrate financial capacity to perform their proposed work scope. Selected subcontractors are required to attend a preconstruction meeting with Truebeck, OCII, and the San Francisco Office of Economic and Workforce Development's CityBuild Division before commencing work.

A voluntary pre-bid conference is scheduled for July 17, 2026 at 10:00 a.m. PST via Webex. Questions are due July 20, 2026 at 5:00 p.m. PST. Initial Prequalification Questionnaires must be submitted by August 3, 2026 at 2:00 p.m. PST. The project is scheduled to commence in September 2026. All submissions, questions, and prequalification documents should be sent to Nicole.Mestice@Truebeck.com; administrative inquiries may be directed to Julia.Hernandez2@sfgov.org. Project documents are available through Nicole.Mestice@Truebeck.com. Bids must be submitted in US dollars only.
