About this opportunity

The City and County of San Francisco, acting through its Airport Commission, is issuing a Request for Proposals for a Registered Traveler Service Lease at San Francisco International Airport. The procurement seeks a qualified operator to provide enrollment and verification services across approximately 3,163 square feet of space, consisting of up to two verification lanes and two enrollment stations at each of the airport's four security screening checkpoints (16 facilities total). The lessee will operate a registered traveler service that provides expedited security screening to participating passengers on a per-passenger fee basis, with optional ancillary services including TSA Pre-Check enrollment, virtual parking queueing, food ordering, shopping concierge, and meet-and-greet services. Proposers must demonstrate a minimum of three years' ownership or management experience in registered passenger screening operations at airport security checkpoints within the past five years, with minimum gross sales of $5,000,000 annually from at least one airport location; newly formed entities are permitted if their principal owners hold majority interest and satisfy qualification requirements. The evaluation criteria allocates 50 points to business plan management and operations, 20 points to financial pro-forma, 20 points to the Minimum Annual Guarantee offer, and 10 points to design intent and capital investment. Key deadlines include an informational conference on May 21, 2026 at 10:00 a.m. PT (attendance requires submission of a Response Form by May 14, 2026), a written questions deadline of June 3, 2026 at 2:00 p.m. PT, electronic proposal submission deadline of August 27, 2026 at 2:00 p.m. PT, and physical proposal deposit due by September 3, 2026 at 2:00 p.m. PT, with lease award anticipated for October 2026. The lease term is five years plus up to 120 days for construction, with two optional two-year extensions exercisable at the Airport Commission's sole discretion.

The Airport Commission has adopted the Limit of 10 Leases Policy, which restricts any individual or entity to a maximum of ten food and beverage or retail leases, potentially limiting participation for large operators with existing airport concessions. The successful proposer will be subject to multiple City and County of San Francisco ordinances, including the Minimum Compensation Ordinance, Health Care Accountability Ordinance, Labor Peace/Card Check Rule, First Source Hiring Program, local hiring requirements for projects exceeding $1,170,000, and green building requirements under Chapter 7 of the San Francisco Environment Code. No specific set-aside designations for disadvantaged enterprises are identified in the available documents. The Minimum Annual Guarantee offer must equal or exceed $5,000,000 annually, with base rent calculated as the greater of the MAG or percentage rent structured at 12.5% of gross revenues up to $40 million plus 15% of gross revenues exceeding $40 million; the successful proposer's first-year MAG will be their submitted offer amount. Additional financial requirements include a $100,000 proposal deposit and a lease deposit equal to one-half of the MAG (subject to adjustment on January 1st following the third full lease year). Capital investment requirements mandate that proposers invest a minimum amount satisfactory to the Design Review Committee, with recent comparable build-outs ranging from $450 to $1,200 per square foot.
