About this file
This is a Letter of Intent (LOI) issued by San Francisco International Airport for a Registered Traveler Service Lease opportunity. The Airport Commission is soliciting proposals for the operation of a registered traveler service at the Airport, which will provide expedited security screening to participating passengers. The proposed lease encompasses two locations at the Airport: up to two verification lanes and two enrollment stations at each security screening checkpoint. Interested parties must complete a Response Form by May 14, 2026, to attend the Informational Conference scheduled for May 21, 2026, at 10:00 a.m. (PT) at the Airport Commission Administrative Office in Terminal 3 Connector. The lease term is five years from the Rent Commencement Date, with two optional two-year extensions exercisable at the sole discretion of the Commission. The construction period is 120 days from premises turnover. Proposal documents are available for download beginning April 30, 2026, at the Airport's business website.
The Minimum Annual Guarantee (MAG) is $5,000,000 per annum, which represents the initial base rent amount. Annual rent will be calculated as the higher of the MAG or a tiered percentage of gross revenues: 12.5 percent on revenues up to $40 million plus 15 percent on revenues exceeding $40 million. Proposers must submit a $100,000 proposal deposit, with the lease deposit equal to one-half of the MAG, subject to mid-term adjustment. Qualification requirements mandate that proposers have a minimum of three years' experience within the past five years in ownership or management of a registered passenger screening business at airport security checkpoints, with gross sales of at least $5 million per qualifying year from one airport location. Newly formed entities are permitted if their principal owners hold a majority interest and satisfy qualification requirements. The evaluation criteria prioritize business plan management and operations (50 points), followed by financial pro-forma (20 points), the MAG offer (20 points), and design intent and capital investment (10 points), for a total of 100 possible points.
