About this opportunity
The City and County of San Francisco's Central Shops, on behalf of the San Francisco City Administrator's Office, is requesting qualifications for a comprehensive telematics solution for the San Francisco Sheriff's Department's fleet of approximately 170 mixed-fleet assets (light-duty, medium-duty, heavy-duty, on/off-road vehicles powered by internal combustion engines, alternative fuels, or electric power), with proposals due October 23, 2026 at 5:00 p.m. Pacific Time. This is a prequalification solicitation leading to an as-needed contract with no guarantee of award to prequalified vendors.
LBE rating bonuses of 10% apply for small/micro-LBEs for estimated contract values greater than $20,000 but not exceeding $400,000. No mandatory LBE subcontracting requirement applies.
The telematics solution must support OBD-II, UDS, and CAN-bus protocols with 4G/5G/LTE network connectivity and FCC certification. Proposers must demonstrate prior experience as project leads deploying a minimum of 1,000 currently active telematics devices across at least two local government projects within the past five years, with at least one California-based project. Required integrations include Bluedot, Epic Charging, PowerFlex, and AssetWorks; API functionality with Snowflake; and WCAG 2.1 AA compliance. Proposers must be current participants in the BAR Continuous Testing Program and eligible for CARB Clean Truck Check out-of-the-box. Third-party cybersecurity certifications satisfying SOC 2 Type 2, ISO/IEC 27001, or NIST 800-53 are mandatory. Contractor must maintain 99.9% platform uptime, 92% device connectivity rate, and three-year minimum data retention with AES-256 encryption.
The pilot contract has a not-to-exceed amount of $80,000 for up to 15 months. The City may exercise an expansion option extending the contract up to 10 years total without re-solicitation, with post-pilot scalability for 251 to 3,000+ units. The resulting contract is non-exclusive, indefinite quantity, as-needed, with no guaranteed minimum purchase. Evaluation comprises written proposal (up to 500 points), price proposal (30 points), and demonstration and oral interview (100 points). Top five proposers advancing to demonstration must achieve combined scores of at least 60% of total available points for prequalification.
Pre-proposal conference is September 28, 2026 at 10:00 a.m. Pacific Time via Microsoft Teams. Questions are due October 2, 2026. Short-listing notifications are expected the week of November 16, 2026; demonstrations and interviews during the week of December 7, 2026; Notice of Intent to Award the week of January 4, 2027.
