About this file
This is a Price Proposal Template for a telematics services solicitation issued by the City and County of San Francisco's Central Shops on behalf of the City Administrator's Office. The Request for Qualifications was issued on September 16, 2026, with a pre-proposal conference scheduled for September 28, 2026, and written questions due by October 2, 2026. Proposals are due on Friday, October 23, 2026, at 5:00 p.m. Pacific Time. Short-listed proposers will be notified the week of November 16, 2026, for demonstrations and interviews scheduled the week of December 7, 2026. A notice of intent to award is expected the week of January 4, 2027. The pilot phase includes up to 170 assets for a 15-month period, with post-pilot scalability for 251 to 3,000+ units based on pilot program results.
Proposers must complete pricing for all line items including hardware, software, installation, auxiliary sensors, connectivity setup, data platform enablement, system integrations, compliance packages, dashcams with cloud storage, training and change management, knowledge assets, and delivery/freight/shipping. The pilot pricing section is worth 30 points in the evaluation. Proposers must provide a total budget of at least $80,000 and include all costs associated with the Scope of Work detailed in Appendix 2, excluding sales tax. The City owns all raw and derived data, requires minimum three-year retention, mandates SOC2, MFA, SSO, and encryption security requirements, and specifies no API access fees for required integrations. Post-pilot pricing must clearly identify volume-based discounts, multiyear discounts, and bundled pricing breaks for quantities ranging from 251 to 3,000+ units, with any applicable assumptions, conditions, or limitations disclosed.
