About this opportunity
The City and County of San Francisco, Office of Labor Standards Enforcement (OLSE) is requesting proposals for domestic worker outreach services with proposals due October 30, 2026. This is a single-line item services contract solicited via RFP (Event ID SFGOV-0000012126), posted September 30, 2026, and closed October 30, 2026 at 5:00 p.m. PST.
The scope requires comprehensive outreach to domestic workers and employers throughout San Francisco to ensure understanding of labor rights, employer responsibilities, and options for addressing potential violations. Deliverables include targeted outreach to homecare aides, house cleaners, childcare providers, and other domestic worker populations; one-on-one worker consultations and referrals to OLSE; outreach materials development; and paid sick leave trainings. The contractor must demonstrate capacity to engage both formal and informal community-based systems and reach diverse populations.
Minimum qualifications are stringent: three years of experience within the last five years conducting education and outreach to immigrant and low-income communities; at least one year of experience within the last three years providing employment and workers' rights consultations under San Francisco and California labor law; and proposed staff capable of conducting outreach and consultations in Spanish, Mandarin/Cantonese, and Filipino. Proposers must submit financial statements or Dun & Bradstreet reports, disclose pending litigation from the last five years, and document two to three successfully completed community-based education and outreach initiatives involving domestic worker communities from the last five years.
The pricing structure is fixed total project cost, with proposers bidding on up to seven tasks with specific deliverables and submission dates measured in days after Notice to Proceed. The lowest proposed total project cost determines the winning bid; no other direct costs may be included or reimbursed. Contractor must maintain general liability, commercial automobile, workers' compensation, and professional liability insurance each at $1 million. The contract incorporates San Francisco mandatory requirements including compliance with the Local Business Enterprise Ordinance, Minimum Compensation Ordinance, Health Care Accountability Ordinance, and First Source Hiring Program requirements for entry-level positions. Proposals must be submitted via email to Contract Administrator Hallie Albert (hallie.albert@sfgov.org) with confirmation of receipt requested. Monitor the OLSE website at https://www.sf.gov/contract-opportunities for addenda.
