About this opportunity
The South Carolina Department of Corrections issued an Invitation for Bid (IFB) solicitation 5400021400 for Evidence Drug Testing Kits to be used for presumptive field-testing of trace and bulk substance identification. The procurement encompasses four distinct drug testing product lines: Multi-Drug Tests (1,825 boxes) detecting fentanyl, heroin, opiates, methamphetamines, cocaine, and MDMA; CBD/THC Tests (625 boxes) differentiating between CBD and THC; Special Opiates Tests (1,025 boxes) designed to detect modified opiates and buprenorphine; and Synthetic Drug Tests (625 boxes) detecting BZP and synthetic cannabinoids. All test kits must be 100% developed and manufactured in the USA, meet NIJ Standard 0604.01, feature removable swab designs, and include a mobile application capable of generating PDF reports with GPS mapping and photographic documentation. The bid opening was scheduled for June 8, 2021, at 10:00 AM, with bid questions due by June 3, 2021, and award notification set for June 15, 2021. Free samples were required for independent laboratory testing, and bids were to be submitted in sealed packages to the SC Department of Corrections Purchasing Branch in Columbia, SC.
The contract allows vendors to claim South Carolina end-product, United States end-product, or South Carolina resident vendor preferences if meeting statutory requirements. Vendor registration with the state is mandatory, and standard certifications regarding independent price determination, debarment, drug-free workplace compliance, and ethics are required. The initial contract was awarded to Detectachem, Inc. of Sugar Land, Texas, with an evaluated amount of $116,743.50 for the initial contract period (June 25, 2021 through June 24, 2022) and a total potential contract value of $583,717.50 when including all potential renewal options. The contract includes an automatic renewal provision for four additional one-year periods unless the state provides at least 30 days' notice of non-renewal. Pricing is fixed for the initial contract period, with potential Consumer Price Index-based adjustments for renewal terms. There are no minimum order requirements, and all orders will be placed on an as-needed basis with varying quantities.
