About this opportunity

The Jackson County Housing Authority (JCHA) in Illinois is soliciting proposals for Eviction-Related Legal Services through a competitive Request for Proposals (RFP) due on September 19, 2025, at 2:00 PM CST via the DemandStar portal. The procurement seeks an experienced attorney to provide comprehensive legal services for managing eviction processes and lease violations across the agency's 757-unit public housing portfolio. Key deliverables include drafting legal documents, representing JCHA in court proceedings, filing court documents, coordinating evictions, attending monthly meetings, updating case management software, and providing legal research and policy review. The scope of work encompasses approximately 150 case preparations, 50 writs/summons/complaints, 75 repayment or stipulation agreements, and 5 grievance hearings annually, with travel expenses capped at $2,000 per year. Evaluation will utilize a two-step process with a 100-point scoring system, assessing factors such as firm experience, case management approach, organizational structure, references, and cost competitiveness.

Qualified respondents must be licensed in Illinois, possess a minimum of five years of public housing legal experience, and maintain $1,000,000 in professional liability insurance. The solicitation appears to encourage minority and women-owned business participation as part of the evaluation criteria. The contract will be an initial one-year term with four optional one-year renewals at JCHA's discretion, allowing for potential long-term engagement. While specific budget ranges are not explicitly detailed, the comprehensive service requirements suggest a substantial legal services contract. The proposal allows for 20 hours of appeals or extraordinary services, indicating flexibility in addressing complex legal situations. Respondents will be expected to demonstrate expertise in housing law and litigation, with a focus on effectively managing the housing authority's legal proceedings and tenant-related legal challenges.
