About this opportunity
The City of Jacksonville, Florida, Office of Sports and Entertainment is requesting bids on event crowd management and security services under ITB 18144-26, with bids due September 4, 2026 at 4:00 PM and questions due August 28, 2026 at 4:00 PM. Award will be made on an all-or-none basis to the lowest responsive, responsible bidder.
The scope covers personnel, equipment, and logistical support for multiple city-produced events including the Jacksonville Jazz Festival, Florida-Georgia Football Game, Veterans Day Parade, Sea & Sky Air Show, Light Boat Parade, and World of Nations Celebration. The City reserves the right to modify, add, or remove events or adjust staffing requirements with at least thirty days' notice when feasible.
All personnel must hold valid Florida private security licenses under Chapter 493 of the Florida Statutes and current certifications in safety, crowd management, customer service, emergency response, and de-escalation techniques. The selected supplier must maintain a fully staffed office within forty-five miles of downtown Jacksonville, a workforce of at least 150 trained and licensed security personnel within sixty miles of ZIP Code 32202, and supplemental staffing capability within two hundred miles. Pre-event planning meetings with the assigned Event Manager and Shift Supervisors must be held in-person in Duval County.
The supplier must provide a comprehensive price sheet covering all personnel classifications, equipment, uniforms, radios, metal detection wands, flashlights, and other necessary equipment at no additional cost to the City. Pricing is the sole evaluation criterion and must remain firm throughout the initial contract term. The contract carries an initial one-year term with four additional one-year renewal options, subject to mutual agreement. After the first year, suppliers may request price escalation or de-escalation based on Consumer Price Index or documented industry-wide increases, subject to City approval. The supplier is responsible for all shift cancellation costs when cancellations occur less than twenty-four hours before the scheduled start time, with a minimum of four hours per personnel assignment charged.
