About this opportunity
The City of Carson, California, is requesting proposals for the complete design, engineering, equipment procurement, installation, integration, commissioning, and five-year technical support of professional-grade audiovisual systems across its Event Center complex, with proposals due November 19, 2026, by 10:00 a.m. and a mandatory site visit on October 29, 2026, at 9:00 a.m. at 801 E. Carson Street. Attendance at the site visit is required for bid eligibility.
The scope encompasses audiovisual systems for an outdoor amphitheater, courtyard, main ballroom, and side ballrooms designed to support live events, performances, meetings, presentations, hybrid events, and live streaming operable by non-technical City staff. The system must integrate with the City's existing JustMeetings meeting-management platform and support City Council meetings with electronic voting capabilities. Project duration is estimated at 45 business days, with the contract term running five years from commencement.
Proposers must demonstrate at least three years of professional audiovisual system design and integration experience, completion of at least three comparable design-build AV projects within the last ten years involving performance venues with minimum 200-person seating capacity, and possession of all applicable California contractor licenses, including C-7 Low Voltage Systems Contractor certification. The proposed project team must include a Project Manager with at least 10 years' AV integration experience, a Lead Systems Engineer, and a Certified AV Technician. Professional liability insurance must be maintained at $1 million per claim and general liability at $1 million per occurrence, with coverage extending five years following project completion.
Pricing is submitted as a lump sum bid via the official Cost File form, with all costs including labor, materials, permits, licenses, and applicable sales tax; federal taxes are excluded as the City is tax-exempt. Evaluation criteria are qualifications and experience (30 points), technical approach (25 points), project management and schedule (15 points), support and maintenance plan (10 points), and cost proposal (20 points). The Q&A deadline is November 5, 2026, by 2:00 p.m. The City anticipates awarding the contract within 90 days of the proposal deadline.
