A. SUMMARY

The City of Carson (“City”) is seeking a qualified AudioVisual Systems Integrator to provide complete design, engineering, equipment procurement, installation, integration, commissioning, and documentation for a turnkey AV system across the Amphitheater, Courtyard, Main Ballroom, and Side Ballrooms.

This is a combination of indoor and outdoor performance-focused venue environment requiring scalable live production, streaming, and event support capability.

Contractors are encouraged to provide recommendations that meet or exceed the examples as further detailed in the Scope of Services and Specifications. All equipment and system architecture shall be professional-grade, commercial/enterprise level, and suitable for municipal use.

The City intends to award a single contract to one qualified firm that will act as the prime contractor and systems integrator for all project components. Subcontracting is permitted, provided that all subcontractors are clearly identified in the proposal and approved by the City.

This solicitation may result in a single award or multiple awards, at the sole discretion of the City, based on proposer qualifications, expertise, capacity, and the City’s evolving needs. The City anticipates awarding within 90 days of the proposal deadline; however, additional time may be required to complete a thorough evaluation and negotiation process. The intended term of any resulting agreement is five (5) years from the commencement date. The estimated project duration is forty-five (45) business days (Monday – Friday).

B. BACKGROUND

Incorporated as a general law city on February 20, 1968, the City of Carson became a California charter city on November 6, 2018, following voter approval. As one of the youngest municipalities in the South Bay region of Los Angeles County, Carson has grown significantly—from a population of 61,000 in 1968 to nearly 100,000 residents today. The City spans 19.2 square miles and is located less than 20 miles south of downtown Los Angeles.

Carson is a culturally diverse and strategically located community with exceptional accessibility. The City is served by four major freeways—the Harbor (110), San Diego (405), Artesia (91), and Long Beach (710)—and is conveniently near Los Angeles International Airport, Long Beach Airport, the Port of Los Angeles, and the Port of Long Beach. Public transportation options include the MTA Bus Line and the City-operated Carson Circuit, providing efficient local transit.

Known for its modern infrastructure and business-friendly environment, Carson is home to major petrochemical, electronics, automotive, aerospace, trucking, and high-tech industries. Many companies headquartered here have received regional and local beautification awards. Through strong public-private partnerships, Carson continues to foster economic vitality and a promising future.

C. GENERAL RFP POLICIES

The City of Carson reserves the right to modify this Request for Proposals (RFP) at its sole discretion.

Any revisions or clarifications will be issued in writing through official addenda via PlanetBids. Oral communications or modifications will not be recognized. All addenda released during the solicitation period shall become part of this RFP.

Proposals may be withdrawn without penalty prior to the deadline by selecting the “Withdraw” option on Planet Bids. Once the deadline has passed and proposals are opened by the Purchasing Manager or designee, submissions may not be withdrawn for a period of ninety (90) calendar days.

No contract shall exist unless and until the City Council formally awards a contract and full execution has occurred. If awarded, the contract is anticipated to be executed within approximately ninety (90) calendar days following the proposal due date; however, additional time may be required to complete a thorough evaluation and negotiation process.

Unless otherwise stated, all proposal documents must be submitted in PDF format. It is the sole responsibility of the proposer to ensure that all documents are properly formatted, complete, and successfully uploaded to the City’s online bid system. Incomplete, corrupted, or unreadable submissions may be deemed nonresponsive.
