About this opportunity
The City of Sheridan, Colorado is soliciting proposals for operation and maintenance services, networking services, and payment processing solutions for two Tellus Power Green 120kW DC Fast Chargers (4 ports: 3 CCS2 and 1 CHAdeMO) located at the Municipal Center parking lot at 4101 S. Federal Boulevard, with proposals due September 30, 2026 and a mandatory pre-submittal site visit on August 25 at 10:00 AM.
Vendors may propose for operation and maintenance services only, networking and payment processing services only, or both combined—with the combined approach preferred. A valid Colorado electrical license from the Department of Regulatory Affairs is required. The City prefers vendors with licensed electricians physically located in Sheridan, those able to deliver both services under a single contract, and those demonstrating strong uptime commitments exceeding 90 percent. Three references from similar projects and demonstrated experience with DC fast chargers, preferably Tellus Power brand, are mandatory.
The City intends to award a time and materials contract. Contract value and term are not specified. The chargers are no longer under warranty; initial funding came through Xcel Energy EVSI and Colorado Energy Office Charge Ahead Colorado grants, with all grant reporting completed.
Proposals will be evaluated on a 100-point scale based on cover letter, company qualifications, scope of work, staffing and rate schedules, references, proposed service model, fee structure, and revenue-sharing models. Detailed scopes of work must not exceed 15 pages, excluding cover letter, resumes, cost proposals, and contract modifications. Interviews with top-performing applicants are anticipated for the week of October 12, 2026. Questions are due September 11, 2026, with responses posted by September 18.
